Offshore skills assessment program for South African tradies: is your trade on TRA's list?

The Offshore Skills Assessment Program (OSAP) is how Trades Recognition Australia (TRA) checks the skills of tradespeople from nominated countries, and South Africa is one of them. If you hold a South African passport, work in one of the listed trades and have relevant experience, OSAP is your assessment route. TRA puts the total cost at up to $5,320 (AUD) for Pathway 1 and $2,020 (AUD) for Pathway 2, and says the outcome arrives approximately 15 weeks after your complete evidence is in.

What OSAP actually is

OSAP is a TRA program run with Registered Training Organisations (RTOs). TRA sets the program; an RTO does the assessment work and emails you the result.

TRA says the program is for skilled migration applicants who meet three conditions:

  • You work in a nominated occupation.
  • You hold a current and valid passport from a nominated country.
  • You have relevant work experience.

Be clear on what it is not. TRA does not award Australian qualifications, occupational registrations or occupational licences. A good OSAP outcome tells Home Affairs your skills meet the standard. It does not let you sign off electrical or plumbing work on day one.

Home Affairs only accepts an assessment from the relevant assessing authority for your occupation, and the Home Affairs skills assessment page explains how to find it. For the trades below, that authority is TRA.

The South African trades on TRA's OSAP list

TRA lists South Africa as a nominated country for these occupations. The code is the ANZSCO number you will see on visa forms and occupation lists.

Lists change. Open TRA's nominated occupations and countries page and confirm your trade and South Africa are still there on the day you apply. If your occupation is missing, TRA's Migration Skills Assessment program covers occupations and countries not handled by its other programs.

The list lines up with real openings. Right now there is a boilermaker and metal fabricator role in Perth, a carpenter job in Cairns and an automotive panel beater opening in Albury on our site.

Electricians, plumbers and fridge mechanics: a separate rule

Four licensed trades work differently. For Electrician (General), Electrician (Special Class), Plumber (General) and Airconditioning and Refrigeration Mechanic, TRA says applicants from every country need an OSAP assessment, and its program page calls OSAP compulsory for permanent migration in these occupations.

The exception is the 482 and 485 visas, where TRA gives other advice. For electricians on the 482, TRA runs a Temporary Skills Shortage program, with an outcome approximately 9 weeks after complete evidence.

Licensing comes after the assessment, and each state sets its own rules. In NSW, overseas-trained electricians and plumbers can get an Offshore Technical Skills Record (OTSR) through OSAP but must also complete Australian gap training and supervised employment. Victoria and Queensland also expect an OTSR followed by gap training before an electrician is licensed. Budget the time for that second stage.

Pathway 1 or Pathway 2: what it costs in rand

TRA publishes two totals: up to $5,320 (AUD) for Pathway 1 and $2,020 (AUD) for Pathway 2. The TRA OSAP program page explains which pathway applies to which applicant, so read it before you choose.

No official rand-to-Australian-dollar rate is published, so here is a rough cross-rate comparison using the official US dollar rates published for 8 Oct 2026 (the Reserve Bank of Australia's US dollars per Australian dollar and the South African Reserve Bank's rand per US dollar). Rates move every day, so treat these as ballpark figures only:

  • Pathway 1, up to $5,320 (AUD): roughly R61,600.
  • Pathway 2, $2,020 (AUD): roughly R23,400.

The visa itself is a separate cost. Home Affairs also lists other costs such as English tests, health checks, police certificates and biometrics.

Where OSAP fits in your visa plan

The assessment is not a visa. It feeds into one, and how depends on the visa:

  • Skills in Demand (subclass 482): some applicants need a mandatory skills assessment by TRA or VETASSESS. It must be started before you lodge, or the application is not valid, and it must be undertaken or commenced within the 3 years before you apply.   • Points-tested visas (189, 190 and 491): you need a suitable skills assessment by the time you are invited to apply.
  • Employer Nomination Scheme (186): the Direct Entry stream needs a skills assessment; the Temporary Residence Transition stream does not need one at the time of application.

Watch the expiry. Home Affairs says an assessment with no validity period shown is valid for 3 years from the date of issue.

How to apply for OSAP from South Africa, step by step

  1. Find your occupation on the Home Affairs combined list of eligible skilled occupations and confirm the assessing authority is TRA.
  2. Check TRA's nominated occupations page to confirm South Africa is listed for your exact trade and ANZSCO code.
  3. Read the TRA OSAP page, work out whether Pathway 1 or Pathway 2 applies to you, and note the cost.
  4. Gather your evidence: your trade certificate, proof of your work experience and your passport. Get certified copies where they are asked for.
  5. Submit everything in one complete package. The roughly 15-week wait only starts once the evidence is complete.
  6. Keep the outcome safe and use it within its validity period when you lodge your visa or answer an invitation.

Getting your South African paperwork in order

Your trade certificate is the backbone of the application. The QCTO says a person is recognised as an artisan after passing a trade test and being issued a trade certificate, the document many people still call a red seal. If you only tested recently, the QCTO says the certificate should be issued within 3 months of trade testing when all documents are submitted correctly.

For emigration, you can apply directly to the QCTO for a letter of authentication of your certificate. The QCTO says a minimum fee is payable but does not publish the amount, so ask before you apply.

Certified copies are easy to get at home. SAPS certifies copies at any police station without charge, but only when you show the original and bring your own copies. A Commissioner of Oaths can also certify copies.

Common mistakes South African tradespeople make

  • Paying someone who is not registered. Anyone giving immigration assistance with an Australian visa must be a registered migration agent, a legal practitioner or an exempt person. Check the OMARA register. At home, the Department of Employment and Labour says no one may charge a work seeker a fee for employment services.
  • Treating the trade certificate as a licence. OSAP does not give you an Australian licence. Electricians and plumbers face state licensing and gap training after the assessment.
  • Lodging the 482 before starting the assessment. If your occupation needs a mandatory assessment, an application lodged before it starts is not valid.
  • Sending an incomplete file. The 15-week clock runs from complete evidence, not from your first upload.
  • Letting the outcome go stale. An assessment without a stated validity period lasts 3 years from issue. Plan the visa inside that window.
  • Paying for sponsorship. Subclass 482 applicants must not have asked for, offered or paid a benefit for sponsorship in the past 3 years.
