TRA skills assessment cost from South Africa: up to R60,700, and the rest of the bill to plan for
Tips · 2026-10-25 · 10 min read

The TRA skills assessment for South African tradespeople costs up to AUD5,320 on Pathway 1 of the Offshore Skills Assessment Program (OSAP) and AUD2,020 on Pathway 2, the totals Trades Recognition Australia publishes for the program. In rand that is roughly R60,700 or R23,000. Add about 15 weeks of waiting after your evidence is complete, plus the South African papers you need first, and you have the real budget. This guide puts every part of that bill in one place, in the order you pay it.
Two prices, one program: the OSAP fee in dollars and rand
TRA states the total cost of OSAP as up to $5,320 (AUD) for Pathway 1 and $2,020 (AUD) for Pathway 2. Those are TRA's totals for the whole program, not a deposit. The program runs with Registered Training Organisations (RTOs): TRA sets the rules and the RTO does the assessment work.
Which pathway applies to you is decided under TRA's program rules, so read them on the TRA OSAP program page before you budget for the cheaper one. Plan for Pathway 1 and treat Pathway 2 as the good news if it applies.
The rand figures are a rough comparison. The South African Reserve Bank does not publish a rand rate for the Australian dollar, so they use the RBA rate of 0.6947 US dollars per Australian dollar and the SARB rate of 16.4262 rand per US dollar, both for 16 Oct 2026. Rates change daily, and your bank adds its own margin.
Which assessment you are paying for
Home Affairs only accepts an assessment from the relevant assessing authority for your occupation. The authority is shown next to each occupation in the combined list of eligible skilled occupations, and each one has its own procedures, timeframes and charges, as the Home Affairs skills assessment page explains.
For South African tradies, three situations cover most cases:
- Your trade is on the OSAP list for South Africa. TRA nominates South Africa for trades such as Diesel Motor Mechanic [321212], Fitter and Turner [323212], Metal Fabricator [322311], Welder (First Class) [322313], Carpenter [331212], Bricklayer [331111], Chef [351311] and Panelbeater [324111]. Check your code on TRA's nominated occupations and countries page on the day you apply.
- You are an electrician, plumber or refrigeration mechanic. For Electrician (General) [341111], Electrician (Special Class) [341112], Plumber (General) [334111] and Airconditioning and Refrigeration Mechanic [342111], TRA says applicants from all countries need OSAP, unless they are applying for a 482 or 485 visa, where other advice applies.
- You are an electrician applying for a 482. TRA's Temporary Skills Shortage program is compulsory for the 482 as Electrician (General) or Electrician (Special Class), with the outcome about 9 weeks after complete evidence. TRA's fees for this program are in its program guidelines; check them there rather than relying on a figure from a forum.
Not a tradie? Engineers pay Engineers Australia, whose standard Competency Demonstration Report assessment is $940 excluding GST ($1034 including GST). IT professionals pay the ACS, whose General Skills assessment is $1,498. These are separate bills from TRA's.

The full budget, from trade certificate to assessment outcome
The TRA fee is the biggest line, but it is not the first one. Your South African evidence has to be in order before the RTO can start, and some of it costs money and time.
| Item | Official cost | Time to plan for |
|---|---|---|
| QCTO letter of authentication for your trade certificate | A minimum fee applies; the QCTO does not publish the amount | Ask the QCTO when you apply |
| SAQA verification letter (degrees and diplomas, not trade certificates) | R713 in 2026/27, R742 in 2027/28 | Minimum 25 working days |
| SAPS Police Clearance Certificate | R190 per application | About 15 working days after CR & CSM gets the full pack |
| Certified copies at a police station | Free at SAPS with the original | Same visit |
| DIRCO apostille | Free | Same day for 5 documents or less, by booking |
| OSAP Pathway 1 | Up to AUD5,320 (about R60,700) | About 15 weeks after complete evidence |
| OSAP Pathway 2 | AUD2,020 (about R23,000) | About 15 weeks after complete evidence |
Not every row applies to everyone. A trade certificate is verified by the QCTO, while a degree goes through SAQA. Our guides to trade test certificate verification and the SAQA verification letter cover each route, and the emigration document costs guide adds up the home paperwork for a family.
Time is part of the cost
Fifteen weeks is a long time to wait with a job offer on the table. TRA counts it from the day the complete documentary evidence is in, not from the day you pay. A missing payslip or an unsigned service letter can cost you weeks, and on an employer-sponsored job that delay can matter as much as the fee.
Boilermakers can lose even more by assessing in the wrong occupation. Read how South African boilermakers choose between the metal trade codes before you pay.
The assessment also has a shelf life. Home Affairs says an assessment with no validity period shown is valid for 3 years from the date of issue. For the Skills in Demand visa (subclass 482), a mandatory assessment must have been undertaken or commenced within the 3 years before the visa application, and it must be started before the application is lodged, or the application is not valid.
So the cheapest plan is to pay once, at the right time. Start too early and the outcome may lapse before you lodge. Start too late and your visa application cannot be valid. Our Skills in Demand (482) visa guide shows where the assessment sits in the visa steps. Sri Lankan readers face the same timing rule, and pitarata.lk's guide on skills assessment timing for Australia explains why starting late can make a visa application invalid.
What the TRA fee does not buy
A positive outcome is not an Australian licence. TRA does not award Australian qualifications, occupational registrations or occupational licences. For electricians and plumbers, the licence is a separate stage run by each state:
- NSW does not recognise overseas qualifications for contractor licences; overseas-trained electricians and plumbers can get an Offshore Technical Skills Record (OTSR) through OSAP but must also complete Australian context gap training and supervised employment.
- In Victoria, an overseas electrician needs a TRA OTSR to get a Supervised Worker's Licence, then gap training and the Licensed Electrician's Assessment.
- In Queensland, an OTSR holder gets an electrical work training permit and completes minimum gap training with an RTO before the licence.
Budget for that stage separately, and once you are in Australia, look at how an Australian qualification can be recognised from your experience: RPLDirect explains recognition of prior learning for workers already in the country. Our guide to electrician jobs in Australia for South Africans covers the electrician route in full.
The fee also does not include the visa. The base charge for the 482 is AUD4,015.00, roughly R45,800 on the same 16 Oct 2026 rates, and English tests, health checks and police certificates come on top.
Paying for your assessment in the right order
- Find your occupation and its assessing authority on the combined list of eligible skilled occupations, and confirm South Africa and your code on TRA's nominated list.
- Collect your evidence: trade certificate, service letters and payslips for every employer, and a CV with dates, duties and the machines you worked on.
- Get your trade certificate authenticated by the QCTO, or your degree verified by SAQA, before the RTO asks for it.
- Apply for your SAPS Police Clearance Certificate only when your visa timing is clear, because it has a limited life.
- Set aside up to AUD5,320 for OSAP, plus a margin for the exchange rate, and pay only the RTO that TRA's program uses.
- Submit the complete evidence in one go, so the 15-week clock starts as early as possible.
- Note the issue date of your outcome and work back from the 3-year limit to plan your visa lodgement.
Service letters are where most files go thin. If your CV lists job titles but not the work itself, Build AI CV can help you set out each job's duties and dates clearly before the evidence goes in. Then match it to a real vacancy, such as this fabricator welder job in Perth.
Common mistakes South African tradies make with the assessment bill
- Budgeting for Pathway 2 by default. Plan for the higher figure until TRA's rules confirm the lower one.
- Paying a middleman who promises a shortcut. The assessment runs through TRA's program and its RTO. If the same person also offers you a job for a fee, the Department of Employment and Labour says a request to pay towards recruitment is likely a scam.
- Starting the clock with gaps in the file. The 15 weeks count from complete evidence, so a missing letter means a later outcome.
- Letting the outcome expire. An assessment without its own validity period lasts 3 years from issue.
- Thinking the outcome is a licence. Electricians and plumbers still face state gap training and licensing.
- Forgetting the visa bill. The assessment and the 482 charge are two different payments.
Frequently asked questions
How much does the TRA skills assessment cost for South Africans?
For the Offshore Skills Assessment Program, TRA gives a total cost of up to AUD5,320 for Pathway 1 and AUD2,020 for Pathway 2. Roughly, using the official US dollar rates of 16 Oct 2026, that is up to about R60,700 or about R23,000; rates move, so check on the day you pay.
Does the TRA fee include my Australian trade licence?
No. TRA does not award Australian qualifications, occupational registrations or licences. Electricians and plumbers still go through the state licensing steps, which in NSW, Victoria and Queensland include Australian gap training after the OSAP outcome.
How long does the OSAP assessment take?
TRA says the RTO emails the outcome approximately 15 weeks after the complete documentary evidence is submitted. The clock starts when your evidence is complete, so missing service letters or unverified certificates push it back.
How long is a skills assessment valid?
Home Affairs says an assessment with no validity period shown is valid for 3 years from the date of issue. For the 482 visa, a mandatory assessment must have been undertaken or commenced within the 3 years before the visa application is made.
Do I pay a different assessing authority if I am not a tradie?
Yes. Each occupation has its own assessing authority, shown in the combined list of eligible skilled occupations, and each sets its own charges. Engineers Australia and the ACS publish their own fees, separate from TRA.
Key takeaways
- OSAP costs up to AUD5,320 on Pathway 1 and AUD2,020 on Pathway 2, roughly R60,700 or R23,000.
- Your home papers come first: QCTO or SAQA, a SAPS clearance and free certified copies and apostilles.
- Budget about 15 weeks after complete evidence, and keep the 3-year validity in mind.
- The outcome is not a licence, and it is not the visa: both cost more on top.
- Pay TRA's program, never a "fast-track" agent.
