Plumber jobs in Australia for South Africans: two hurdles, and OSAP is only the first

If you are a plumber in South Africa, the route to an Australian plumbing job has two separate hurdles, and the first one is not the visa. For permanent migration as a Plumber (General), Trades Recognition Australia (TRA) makes the Offshore Skills Assessment Program, or OSAP, compulsory. A state or territory licence comes after that, and it is a different process with a different body. This guide shows what to prepare in South Africa and in what order.

Why plumbing is treated differently to most trades

Many trades on TRA's offshore list have South Africa named as a nominated country. Plumbing is in another group. TRA says that for Electrician (General), Electrician (Special Class), Plumber (General) [334111] and Airconditioning and Refrigeration Mechanic, applicants from all countries need an OSAP assessment, unless they are applying for a 482 or 485 visa, where other advice applies. Read the rules on TRA's OSAP page before you pay for anything.

That "unless" matters for anyone chasing a sponsored job. Our guide to the Skills in Demand (482) visa for South Africans explains that some primary 482 applicants must hold a mandatory skills assessment, from TRA or VETASSESS depending on the occupation, and that it must be started before the visa application is lodged or the application is not valid. The assessment must also have been undertaken or commenced within the 3 years before you apply.

The electrician side of this is covered in our post on electrician jobs in Australia for South Africans. Plumbers face the same compulsory-assessment rule, with a different licensing body at the end.

What OSAP asks of you

TRA says OSAP is for skilled migration applicants who work in a nominated occupation, hold a current and valid passport from a nominated country and have relevant work experience. Your evidence is judged by a Registered Training Organisation (RTO) working with TRA. The facts below come from TRA and Home Affairs, so check the live pages before you rely on a number.

ItemWhat the official page says
Cost, Pathway 1Total cost up to AUD 5,320
Cost, Pathway 2Total cost up to AUD 2,020
Outcome timeThe RTO emails the outcome approximately 15 weeks after complete evidence is submitted
ValidityA skills assessment with no validity period shown is valid for 3 years from the date of issue
482 timingUndertaken or commenced within the 3 years before the visa application

The gap between the two cost figures is large, so read what each pathway needs on the TRA page rather than assuming you fall into the cheaper one. Your work history is the part you control: dates, duties and the tools, pipes and fittings you worked with. A plumber who can describe a commercial install from rough-in to commissioning has an easier job than one with a single line on a CV. If your CV is thin, Build AI CV can help you lay out each job properly.

The licence is a separate hurdle

TRA does not award Australian qualifications, occupational registrations or occupational licences. Plumbing is regulated state by state, so an OSAP outcome is a step towards a licence and not a licence.

  • New South Wales: the state does not recognise qualifications from outside Australia for contractor licences or certificates. Overseas-trained plumbers can get an Offshore Technical Skills Record (OTSR) through OSAP but must also complete Australian context gap training and supervised employment. See NSW's page for overseas-trained applicants.
  • Queensland: overseas applicants for a QBCC licence must meet the usual eligibility requirements and hold a visa or ImmiCard entitling them to work in Australia. Overseas plumber or drainer applicants use the occupational licence application form.
  • Other states: we have not verified the rules for every state, so check the licensing body of the state where your employer is based before you sign anything.

New Zealand is strict in its own way. The Plumbers, Gasfitters, and Drainlayers Board says doing restricted plumbing, gasfitting or drainlaying work without a current New Zealand licence is illegal. Our post on New Zealand's plumber shortage covers the demand side, and the Board explains its route for overseas qualifications. Plumbers weighing both countries can also read how a UK plumber is told that OSAP and a state licence are two separate hurdles, which is the same logic.

Get the South African paperwork ready first

The assessment is only as good as your documents. Start with your trade test certificate. The QCTO says a person is recognised as an artisan after passing a trade test and being issued a trade certificate. For emigration, a certificate holder can apply directly to the QCTO for a letter of authentication, and a minimum fee is payable (the QCTO page gives no amount). Our post on getting your QCTO letter first walks through that step.

If your certificate has not arrived, note that the QCTO says it should be issued within 3 months of trade testing if all documents are submitted correctly. Chasing a missing certificate is far easier before you have a job offer and a deadline.

Then plan the rest:

  • Police clearance: SAPS charges R190 per application and says it takes approximately 15 working days once your documents reach the Criminal Record Centre. DIRCO says a certificate is only valid for six months, so do not request it too early.
  • Apostille: DIRCO legalises South African official documents for use abroad. Read our guide to the apostille booking system before you travel to an office.
  • English test: prepare early if your visa route asks for one, for example with PractiseNow.

The sponsorship side of a plumber move

An employer who sponsors you on a 482 must nominate you for an occupation on the Core Skills Occupation List and pay the Annual Market Salary Rate, and no less than the Core Skills Income Threshold, which is AUD79,423 for nominations lodged between 1 July 2026 and 30 June 2027. You need at least 1 year of relevant work experience in the nominated occupation or a related field, gained within the last 5 years. Check the live Core Skills stream page for your exact occupation, because we cannot tell you from here whether your role is on the list.

Browse the sponsored trade roles on our jobs page. Some listings are in construction and fabrication, such as this carpenter role in Cairns, and show how employers describe the experience they want. We do not hand out jobs or visas: employers decide who gets an interview and an offer, and the governments decide visas.

A step-by-step order that saves money

  1. Confirm your occupation on TRA's lists and whether your route needs OSAP or a 482 assessment.
  2. Collect your trade test certificate, service letters and payslips, then apply to the QCTO for the authentication letter if you need it.
  3. Write a detailed work history for every job: dates, site types, systems and tools.
  4. Read the OSAP page, choose your pathway and submit complete evidence to the RTO.
  5. While you wait about 15 weeks, check the licensing body in the state where you want to work.
  6. Only then request your police certificate, so it is still valid when you need it.
  7. Talk to employers who sponsor, and confirm any sponsorship offer in writing.

If you hold plumbing experience but no formal qualification, RPLDirect's Certificate III in Plumbing page explains the qualification itself. A qualification does not make you licensed, and it does not replace an OSAP assessment.

Common mistakes South African plumbers make

  • Assuming a trade test equals an Australian licence. It does not. The licence is state-based and separate.
  • Booking the police certificate months too early. It is valid for only six months from the date of issue.
  • Paying a middleman. Under the Employment Services Act no one may charge a work seeker a fee for employment services, and paying for sponsorship can cost you your visa. The Australian High Commission lists upfront payments and promises of a sure visa as scam warning signs.
  • Submitting thin evidence. Incomplete evidence delays the 15 weeks, because the clock runs from complete evidence.
  • Working without the licence. In New Zealand it is illegal to do restricted plumbing work without a current licence.

Frequently asked questions

Do I need a skills assessment to get a plumber job in Australia from South Africa?

For permanent migration as a Plumber (General), TRA says the Offshore Skills Assessment Program is compulsory. For a temporary 482 visa, some applicants need a mandatory skills assessment that must be started before the application is lodged, so check which route your employer is using.

Does an OSAP result let me work as a plumber in Australia?

No. TRA does not award Australian qualifications, registrations or licences. A state or territory licence is a separate step, and in New South Wales you may also need gap training and supervised employment after the assessment.

How long does the offshore assessment take?

TRA says the training organisation emails the outcome approximately 15 weeks after your complete evidence is submitted. Add the time it takes you to collect service letters, payslips and certificates before that clock starts.

Will I need an English test as a South African plumber?

Subclass 482 applicants with passports from Canada, New Zealand, Ireland, the United Kingdom or the United States are exempt from the English test, and a South African passport is not on that list. Check the Home Affairs English page for the current options before you book.

Can I pay someone to find me a sponsor?

No. A 482 applicant must not have asked for, offered, received or provided a benefit in return for visa sponsorship in the past 3 years, and South African law says no one may charge a work seeker a fee for employment services. Walk away from anyone who asks.

Key takeaways

  • OSAP is compulsory for permanent migration as a Plumber (General), and a 482 may need its own assessment first.
  • The assessment and the state licence are two different hurdles.
  • Collect your trade test certificate and QCTO letter before you pay for anything.
  • Time your police certificate, because it is valid for only six months.
  • Never pay anyone for a job or for sponsorship.
